You have to get a chance card that allows you to bulldoze a property. I've had a couple sabotaged properties.

Yeah, i just found the Game Rules FAQ.

Apparently its random but based on the amount of time you play. I've had my monopoly on 24/7 since yesterday...but still haven't gotten one.
