some graffiti works are amazing. But if its on someones property who didnt ask for it, its a crime.
How would you like to spend a million dollars on a property only to have someone come along and deface it? Or $30 grand on a van or truck and have the same?
Funny thing is that im betting that there are many businesses that would love to have a talented artist paint their wall if they were only asked first. They may even pay them! One thing that needs to change to accomnodate this are the signage bylaws that stop that.

The difference is very easy to distinguish:
Art: A piece of work that was commissioned by a property owner regardless of whether or not some people may consider it to be "graffiti."
Graffiti: Any unwanted alteration of property by means of paint, marker, sticker, or any other permanent impression regardless of whether or not some people consider it to be "art".

so then who defines what is art and what isnt? The property owner? The city? The guy next door? I say its the property owner. So then why cant the property owner decide upfront whether or not they want this art?

whats good and what isnt? Isnt art supposed to be subjective to its audience? So who gets to decide what is good and what isnt?
Why cant the owner of the property decide this beforehand?
The point of graffiti (unlawfully defacing property) essentially is leaving a mark. Not much difference than which dog can leave the bigger piss on the fire hydrant to be honest.
