It is mandatory for every business, the problem is that the chip rollout is a HUGE long process and is phased over several years.

http://www.finextra.com/news/fullst...ewsitemid=19190

I just googled a quick link as I don't want to state information that I can't, but here is the jist of it:

quote:
The association has set up deadlines for the industry and says all ATMs in the country must be chip and PIN compliant by 31 December 2012, while all merchant terminals must be compliant by 31 December 2015.

As for knowing which ones take it, ask them if they chip. As i'm sure you know just because a merchant has a chip terminal does not mean they accept a chip transaction. I usually ask before hand which ones do. If they chip, i'll use debit, if not, i'll use something out.

There is also a huge migration process in place to help elderly people get used to the new system so they let everyone have 3 tries to get their pin number right, once you do that you could not sign anymore but if you were to enter your pin number incorrectly all the time since you got the card it will just print out paper to sign every time, that's still in place afaik.

Nice, good to know. I wonder if there are any regs to change that going forward to force those with Chip to use Chip to avoid the skimming issue.

The first time it happened I didn't answer. They had to leave a message at my house in Windsor while I was away in Cambridge.

^^^ That's why I think it's better to have your cell phone as your primary number. As you're more likely to have your cell phone if you're out using your credit or debit card.

Banks will eventually force people to use the chip in a few years. What they are basically doing is letting people get more accustomed to the new process, this way there are less complaints and escalations.

and soon most banks will merge credit cards and a debit cards together, some already have it in place

I know a couple people, myself included, that had their chip card "compromised" within a month or two after having it. With everyone who I spoke to, nothing had happened on their account but we were all told to go pick a new PIN?

Weird, almost like the bank was just trying to make us do that? If it was compromised, would there have been some odd charges on our accounts?

They do. You should check to see which number you have as your primary phone number. B/c when they called me one time about suspicious activity they called my house in Windsor, while I was in Cambridge. So my parents have to call my cell phone and have me call them back. Make sure your cell phone is your primary number for this reason.

oh thank you Ill look into that.

not necessarily, a lot of times they are able to see potential attempts to access the account in another location, it's an automated system in place that determines the attempt and notifies an agent at the bank who then notifies you. Since after every transaction you get a unique id for your chip card a copied card cannot track that information because it is stored in your chip so whenever the attemp is made with a different id the system automatically blocks the account. That's the best part of the chip card.

Actually, they changed that with the release of the new Federal Code of Conduct in April by Flaherty.

quote:
8. Payment card network rules will ensure that debit and credit card functions shall not co-reside on the same payment card.

Debit and credit cards have very distinct characteristics, such as providing access to a deposit account or a credit card account. These accounts have specific provisions and fees attached to them. Given the specific features associated with debit and credit cards, and their corresponding accounts, such cards shall be issued as separate payment cards. Consumer confusion would be minimized by not allowing debit and credit card functions to co-reside on the same payment card.

banks will also typically call you if your card was used at a place where fraudulent activity has been suspected. Doesnt mean anything has happened to your card.
Ive had mine skimmed a few times. Twice they took money and it typically took about 10 business days to get it back.
a CC is quicker to reverse charges .

And as already mentioned chip card doesnt mean much because majority of merchants arent set up to use it yet.

so 75% of the time you swipe and your card is vulnerable.

the key is to not use it in sketchy places or machines.

yes it still happens at normal places but its less likely to imo.
any sketch place i happen to end up at gets cash or credit and ive been doing much better keeping that system.
