They are just surfing a wave. The bal en blanc wave, that's it. And they are milking it as much as possible (ie selling twice or three times the advertised VIPs announced lol).
World class promoters would've bring bal en blanc to the next level 5 years ago, but when you prepare the event just two or three weeks in advance no wonder that you won't ever succeed on that level.
True the city is giving a hard time to the promoter but let's not kid ourselves, we all know who the real people behind these events.

you forgot the Beb with the 4-hour wait and the one before with the 500 ticket refunds. Resolution where the coatcheck runs out at 1AM. Tiesto at Beach Club, way way oversold. Tiesto at Tribe, wasn't that shut down too? Pepsi Sensation where the djs play the first two hours at low volume

What I want, is someone take over 737 and turn it into a high class night club! You can have like 3 parties or more happening all at one time or one terrace is the dance floor and the other terrace is like an outside lounge, plus the inside could be a place to hang out.
How awesome would that be? Having Sasha spinning outdoors to a crowd of like 100-200 on the the terrace of 737 looking at the mountain at the same time!
I know it is a completely different idea, but I just had to put it out there.

can it be done? sure, but I'm with Martin in this one, I think if Stereo is really serious about bringing/creating a new festival in Montreal, they will have to associate themselves with another organization/event.
If it is well organized and planned, you can have people coming over from different cities, just can't clash with other big events already planned in the USA/Canada (ex. Electric Zoo).
Wish Stereo the best with this potential new idea, just make sure the prices are not ridiculous to begin with, because you want to attract not only the people already in the scene, but also convert a new generation of partygoers.

Having another massive in Montreal would require that almost everybody involve in the scene right now come together as one unit witch is not something easy to do. Having all the huge ego's behind the most successfull producer in town working under one banner is most likely never to happen.
