It wouldn't exist without a purpose. RAR (which stands for the Russian ARchiver) achieves somewhat better compression than ZIP in somewhat worse time. Most people who aren't fully savvy with using computers never bother to look past the software they already use (or gets there first) to see if there are better alternatives. ZIP is obviously more widespread than RAR, but doesn't mean it's the best technology.. Same applies with other technologies, i.e. MP3 vs OGG, Win vs. *nix, Mozilla vs. IE etc. etc. etc.
