actually, time value of money means that a dollar today is worth more than a dollar in the future. in any event, i'm well versed in finance, i graduated college with a degree in finance, and on some occasions my 'legal' job entails that i discount the value of a series of tax savings.

the concept you were talking about is actually simpler, you are just adding more principal to the investing pot. No fancy finance concepts here, except maybe additional compounding.

I don't think the Reuters terminal is a trading platform. What I saw was real-time news feeds, quotes, charts, and a lot of other stuff I wish I had.

Yes those quotes on Reuters platform are direct quotes from banks all around the world.. its like convergence place off all the bids and offers from all around the world.. and yeah Reuters is famous for its news feed... noone is faster than them.. they have this speech option.. like when NFP is announce on first friday of a month.. you can activate the speech option from before.. the the news gets spoken to you at that very second directly from that White House Secret Room.. this way you gain some mili-seconds advantage than others who actually have to read the numbers.. I have heard of bankers using this to gain from rest by taking large trades which is 1 second before rest of us retail traders..

The point I want to make is that anyone with money can have bloomberg.. but to get reuters you need to be financial brokerage company, bank, FIIs.. etc... retail traders cant have reuters terminal IMO. I maybe wrong.

Averaging down as in buying more shares because it's cheaper? My opinion on it, if I was your girlfriend's adviser, would be to either hold, or buy more shares on each downtrend which means right now is a good time to buy. Support levels are in the $16-17 range and that's a good place to buy. Just my opinion...
