Technically the ref did nothing wrong.
However, 'precedents' or 'tradition' of the game says that players wait for whistle before taking the freekick.
Normally the defending team is allowed time to set their wall and set piece defence.

I got a chance to visit Old Trafford this past Saturday. It's a very nice stadium, filled to the gills for the match against Bolton. I had a great view of Rooney's 2nd goal.
