i think that when a guy KNOWS he's all hot and shows it, that makes him ugly. cocky guys = ugly.
Sounds like your friend has to get over his fear of approaching a girl and initiating a conversation with her.
Asking her out/getting her number etc. is secondary.
Get him and your friends together and hit the clubs/major hangout spots and try and get him to make conversation with other girls. Also call up the girls you know.
Girls LOVE confidence and that can more than make up for your friend's supposedly not-so-good looks.
