from what I'm told, expanding early in the game is more of a detriment to your civ than anything else. Meier wanted to take away the whole 'rush to colonize at any cost' from the game and thus implemented the whole new city support system which simultaneously solved the previous corruption problems in earlier editions.
From what I'm hearing, developing you cities such that they become a level 2 or level 3 before building a settler is the best strategy. And eventually building up your interior cities to while only building settlers with your frontier cities works best. And specializing your cities with scientists, n' shit to maximize the great leaders being produced as well.
Go to civ fanatics online forums for tips.....And I know all of this even before I own/have played the game.
