It's like any set of stats, depeonds on who you ask.
He recently had to concede that Canadians have to wait longer on average to see their GP. Fewer Canadians were able to see their GP within 2 days, than Americans. On the flip side, I can make an appointment with my doc this morning, to see him this afternoon.
Simple conclusion, the ER could have been less crowded that day, or that in London, wait times are lower than in the rest of the GTA.
He was not trying to be fair to the US health system, because he says its not fair to the people. Those were not stats, they were interviews, and he is just trying to hammer home a message: Socialized health care, is not the start of communism! lol
