As I understand it, the process of moving toward harmony with the universe is not a reward/punishment system imposed by any outside force; rather, it is simply a state of being. Consider it more in terms of homeostatic balance... it's self regulating... it simply is or is not balanced. While the Vedic religions do believe in gods and even a universal god (Brahman, note all the other gods flow from Brahman) these entities do not control the Karmic wheel; rather, they exist as part of dharma (in balance), when the spirit reaches this state of harmony it becomes part of Brahman.
The western concept of Karma, like I stated earlier, is really nothing more then ineffectual people seeking comfort that the universe will extract justice where they cannot.
