Because you selected US English. Windows doesn't have alternative keyboard layouts for US English. The @ symbol is the shift+2. The easy way to fix it is to go into Regional & Language options and change it there.

Nah, it really isn't that. Azerty is not used in US English. You have to select a different keyboard layout.

Here is an example of the German keyboard layout:


And the French Belgian Azerty keyboard layout:


You can fix this by ADDING the French (Belgian) keyboard and changing the default input language. Also make sure to delete the US English layout. Here is a screenshot:

With the bloody beetroots it might be a wash and wait for them to roll back around again.
