Carte Blanche is French for white card,but actually means something along the lines of "full power", as in:

"I am the president of the Congo Republic, therefore I have carte blanche to kick you in the balls".

So yeah, think full and unrestricted permission or power. Kinda hard to explain, but hope you get my drift.
