Oh, that. Well, the queen only does that when someone responsible for the parliament asks her to, but you can hardly say it's her choice. To my knowledge, that's how parliamentary constitutional monarchies work - in Denmark, for instance, the prime minister can ask for snap elections directly to the Queen.
As for your deadlock, there's much more than the parliamentarism versus presidentialism debate. I'd say being a two-party system is probably more of a problem there, because even in hung parliaments you can create coalitions. Likewise, here in Brazil (where we've got way more parties in congress), it's hard to have such problems because no single party can outnumber all others, so a deadlock could easily be solved after a few rounds of negotiation.
But then, I'm not a political scientist
