You just don't have the follicles. You can wait as long as you want, hairs aren't suddenly going to sprout from your cheeks.
My own beard isn't quite thick enough on the cheeks for the full blown lumberjack effort. I grew it for two months but it just looked increasingly straggly. I get a couple of new whiskers every year but it'll never get there. Accept your limitations.
