1: It's not Cm nor Gm. If you increase the Pitch by 6 % it will be C#m (A semi-tone difference in camelot it's represented by +7, and -7).
Now if you have a song at Cm at Pitch 0, and you increase it by 4%, that's going to be somewhere between Cm and C#m, but it will be near C#m, so I would better consider it at C#m rather than Cm.
Think like this,
Bm(-6%)---(-5%)---(-4%)---(-3%)---(-2%)---(-1%)---Cm(0%)---(+1%)---(+2%)---(+3%)---(+4%)---(+5%)---C#m(+6%)
2:I wouldn't go over 3%, and if you have MAster Tempo you can use it, and you can change the tempo without changing the Key.
3:Correct. Just pay atention to your songs, song might be in key but it will not always sound good, and you might bring (+7) mixes, but they will not always increase the energy.
