Has it occurred to you that the reason you can't agree is because it's just a matter of taste? Neither track is just inherently "better" than the other.
I personally think they're both excellent tracks, but Ligaya wasn't really in tune with the sounds of the time. If it had been released four years earlier, however, it would probably be considered a classic (not the vocal version though, that was just a disgrace).
Tenshi suits my taste a bit more, but it's just a personal preference. Either is good, but Tenshi is really in a class of its own as far as I'm concerned.
