It's really a tough line. When a person that the entire world knows is intentionally killing his own people, has a previous record of agression in the world in terms of military force does the world do nothing? The UN usually passes a resolution or three, may impose sanctions (which as I pointed out do nothing because a dictator can skim profits from the top for his own good), but typically knows the world doesn't want to militarily stop him.

I guess the line where military action is seen right by the world isn't in how many people the dictator kills but only when the dictator kills outside his own borders. Saddam killed thousands before 1991 but only was attacked once he went into Kuwait, same with Hitler, and Japan in WWII.

I saw a banner yesterday in NYC of a person protesting bush who's sign read "God preaches love not war" and I was thinking to myself has this individual tried to fly this banner in Pyongyang, baghdad, sudan, iran, and see what they say to that message? The entire world could preach love to a leader like Kim Jong Il or a Saddam Hussein and what would they do with it...take advantage of your kindness, not reward it with kindness in return. When I see the South Koreans talking about a rainbow policy with the north and a forgive and forget attitude and then you hear Kim Jong talking about unleashing a reign of fire on Seoul, there is no hope in this world.
