Nah...that's pharmacy.
Drugs in the hospital are locked up tighter than *insert sexual comment here*.
Besides, at least where I am, doctors don't even touch the narcotics. That's the nurses job. They get to give out all the fun drugs (opioids, benzos, etc.). To even access the medication, they have to use an id card and fingerprint, and then must have another nurse verify that they dispose any unused medication, again by fingerprint scan. I've seen one nurse taken away by the police for "creative" medication dispensing, so yes, people do get caught.
