As Moral said, the population isn't the problem the distribution is though.

But really few points:

IQ tests; If you did form society in that way it would remove the random element from it. Which if you do anything with AI is intrinsically required. What would stop you from 'deleting' say Newton? Or the guy who invented fire? What compelled man to leave his comfy cave and go and travel? Would an IQ test be able to measure this quality? Or would the use of an IQ test nullify all qualities.

To be honest in the future I see defined casts being created, and to an extent race will be preserved in these casts (social and genetic reasons). Not one blanket 'perfect'.

Population Control; China is a perfect example of how not to do this. First tell everyone to have loads of kids then only one... leading to everyone wanting to have males thus in all possibility fucking up the natural evolution of their people.

On the other theories... why exactly would one country restrict its own citizens rights to have kids to suit western social engineering (imperialism?)? Don't say aid because if people truly want to have kids they will.

Resources; At some point market forces will kick in. Supply and demand. Oil price goes up, people get more efficient cars. People fly less. Ok you will get political decisions being made to preserve the interia (wow thats new!!!) but today we all in some way need each other (country wise I mean). Borders will mean less and less as companies grow and grow. I mean in revenue terms Wal-Mart (350 Billion $) is the same as South Africa (GDP 250) and Nigeria (GDP 100) combined!!! (not an economist so might be comparing apples to oranges but still... that is crazy) That MUST be a fair old slice of Africa's entire GDP.

There was one kid I used to go to school with who's parents had twelve kids. They purely done it for the amount of handouts they got neither parents done a days work in their life.

I mean really if I lived in poverty (western view unlucky but you really must understand by an accident of birth we can have kids you can't) and I know having kids will lead to more starvation for the rest I wouldn't have more kids... but they do.

It winds me up as they don't give a shit about their kids, in return their spawn ends up being the wankers who nick your car.

Everyone should be limited to three kids. It's a good number there will always be rarities like quintuplets etc. In smaller households the parents are able to give their kids more attention and take an intrest in what their doing. Not be snobby towards large families, but when I see them out and about in public it looks like the parents have their work cut out.

In practice restriction wouldn't work as most people see it their right to have as many kids as they like. The only way around is education instead of just showing kids the usual sex education shite. They need to take them to shithole areas and have people who have been through the situations speak to them.

Saying this the UK only makes up about 1% of the worlds population yet we're an Island so over population might become a problem one day.
