Technically, merely being in a public place gives other people this "right". Using that opportunity to snap candid photos of somebody picking his nose and spreading it on the internet would probably be considered an abuse of that right by most people, but if that somebody has gone past the point of mere embarrassment and become a danger to himself and others around him, well... bit more of a gray area.
Your mug shots go out if you're caught committing a crime. Should the police stop doing that too?
