Well, I would agree that 15-30 minutes isn't really that late but when we are talking about an hour or more then there is a problem, regardless of whether or not you get your 4 hours on the boat. Unfortunately, some people have things they have to do and if the cruise leaves an hour late that may very well cause the person to miss other commitments.
Telling people an earlier departure time is of no help. You still run into the above problem.
The only solutions are start boarding earlier and leave on time...if you are not on the boat by the time its scheduled for departing then you better be able to swim fast enough to catch the boat.

Actually would work quite well. Most people arrive between 1130 to 1230. If one uses a megaphone to announce updates,
"30 minutes til boarding commences"
"15 min til boarding. Please make your way to the line for searching. Please have ID ready."
This will get people moving to the boat at the least. Usually the case is, people are standing around waiting for time to count down and a massive herd heads to the line (which usually is unorganized and such). Providing an announcement gives people a deadline to finish their drinks, finish their chit chat, and split into the 2 lines. Not "oh its 12:50, we should prob head to the boat" "oh those guys are starting to go. Should we?"
By the time the late arrivals get to the boat, majority of the patrons will be on board and the boat should leave no later than 15 min after designated time

But the issue isn't the search. It's the fact everyone moves to the line up 10 min before its supposed to leave the water. You can only search/id so many people in a 10 min period even with extra staff

Boat cruises just plain 'ol suck. Clubbing should be left in the clubs... Look at all the BS that's being talked about here.
