when was anyone ever thrown in jail for breaking an amendment? retard.
ron paul can't cite a law that allows for taxes to be explicitly taken, seems like you do. tell me it, i'll pass it on to ron... it seems to have passed him by in his 40 years of politics.

So, yeah, it does look like the 16th Amendment allows taxes to be both instituted ("lay") and taken ("collect").
Now you're correct that the 16th Amendment does not in itself mandate an individual to pay any specific tax. Rather, it authorizes Congress to pass income tax laws: and those *are* what require individuals to pay taxes. These laws are called the US Tax Code, and they tell American citizens what we owe depending on our income and the characteristics of our household, e.g.:

So when your ideological fellow travelers get their asses thrown in the pokey for tax evasion, it is for failing to comply with the Tax Code, and not "breaking" the 16th Amendment.
