You mean the measures the Hizbollah is taking.
Israel cannot be blamed for Hizbollah's use of using women and children (and the U.N.!) as shields.
Granted, there has been screw ups on Israel's side however, there are still more deaths per day in Iraq than all the days combined in Lebanon right now.

The boundaries of the area he referred to were not explicitly stated, but Josephus used the name only for Philistia. Ptolemy also used the term. However, the name really stuck thanks to the Brits:
