21+ was very much so in effect.
The whole dress code thang on the otherhand was not, i think partly due to the fact that this wasnt the "official" grand opening of the club, and it was also the clubs first night of business (so turning down the 50% of people who were showed up in casual would result in a huge loss of profit)
