1990 was the worst World Cup I've ever seen, although 2006 is matching it step for step. Boring as hell, with no good memories whatsoever to retain, except for Cameroon and Milla beating Argentina 1-0 in the first game and eventually making it to the QF, and the rise (and fall) of Toto, who came out of nowhere to win the golden ball and boot (only to disappear thereafter). Other than that, the lack of (fit) starpower, super defensive tactics, and probably the worst final of all-time as Germany beat Argentina on a controversial penalty kick, was a recipe for disaster.
1994 was the best one for me. Great matches, massive upsets across the board, including Saudi Arabia making it into the 2nd round and Saeed el Owairan scoring that wannabee Maradona goal against Belgium and the Saudi announcer needing to be replaced after half-time because he was screaming for so long in disbelief that he lost his voice; Nigeria taking the competition by storm and almost beating Italy, only to have Baggio score 2, including one in overtime, to barely squeak by; Romania with Hagi beating Argentina to get into the QF; Bulgaria with Stoichkov beating Germany to get into the Semis; and that infamous final, which despite the 0-0 score, gave us the Baggio missed penalty that will live on forever in my mind.
