Doesn't matter how much money you have, if the DOT and EPA doesn't change their regulations, or allow you to do the research to import, then it matters not how much money you have. As previously mentioned, the Porsche 959 is a great example. Individuals have offered to crash the 3 needed for vehicle testing after Porsche refused, yet DOT and the EPA refused to allow this to happen. Also, there are cars that are BANNED for import, such as the Nissan Skyline GT-R R34 and R33. R32 and R31 are able to be.
Also the only reason most companies don't come to the states is the cost to import is super high. Most of the cars in Europe sold today actually meet or exceed most US emissions standards, including diesels. (Most because not all, such as the states that have adopted emissions standards similar to California)
