but not all so therefore it's not a universal fact. in some cases having a lot of money could enable a person with a drug addiction to cause more damage to a greater populus if in a position of power. perhaps those doctors you mention weren't out mugging people but providing substandard care which resulted in more pain possibly even death due to the side effects of actually using the drugs.
