I would say yes. Especially when the price of something is overly inflated so the money is more easily concealed.

This is what I am talking about. I am not denying there is corruption in government but he is making it out to sound like we are Greece or some African nation where politicians just take money.

They do. They're just not as obvious/blatant/abrupt about it.

Or the most corrupt operate in plain sight because of the often fucked-up economic policies allowed to pass in the US. And an absolutely ceaseless lobbying and appeals system.
