no! it doesn't work that way! sometimes you might get lucky and don't have to pay the taxes, but usually you have to!
in finland the customs first take 3,5 % of the price (including shipping) and then from that price it takes the VAT which in finland is 22%. and if the sum that they tax altogether is more than 10€, then you'll have to pay it! so i wouldn't order anything from the states, except for just a few records or cds so that you don't have to pay the taxes!
i believe this is pretty much the same in holland an everywhere else in EU, just the VAT % varies!
