Well, You can use low pass filters to take the bass down, but I doubt that you can do this selectively for just the bass beat. It will tone down everything in the frequency range of that filter. I think that you can do this on soundforge, though you might need some of the tools that are expensive to purchase.
As far as fixing the volume levels on the channels, the best you can do is select each channel individualy and then normalize them individualy as well. If it is still off after this, you have a volume function that you can raise or lower the selected channel by a certain number of decibles.
