Yeah, as a producer it'd have to be a toss-up between James Holden and Cass & Slide. Both capable of creating some pretty disturbed tunes.

Oh and Timo Maas (if you wanna classify him as progressive), who, in my opinion, was very influencial in making progressive as big as it is today.

He was the first real contemporary artist to make anthems out of non-descript, beatsy, minimalist tunes and so is the illegitimate father of this prog movement in my humble opinion. Oh, and his tunes are fecking mad, that's the main reason I love him.
