I think u're talking about 2 viruses here...the first one u posted seems to be about the SirCam virus and the second is about the Code Red virus.
Anyway, here's something important to read about the Code Red Virus:
Who Must Act? Every organization or person who has Windows NT or Windows 2000 systems AND the IIS web server software may be vulnerable. IIS is installed automatically for many applications. If you are not certain, follow the instructions to determine whether you are running IIS 4.0 or 5.0.If you are using Windows 95, Windows 98, or Windows Me, there is no action that you need to take in response to this alert.

For what virus though? Because the link says FixSirc which is the same link to fix the SirCam worm (I know because I've scanned my computer w/ that prog already). And on your second post it's talking about the Code Red virus.
For the sircam virus there is an easy fix. The thing hids itself in your recycling bin. Just empty it when ever something is in it. And it not all that bad anyways. Just sends out emails to people in your address book. Make sure it doesnt send porn though.

Silly kids!! I was removing sircam from systems all today. Long day
Ok Sircam is relatively harmless at first. It generally won't allow you to run programs etc and will popup with a message saying it can't can sirc32.exe etc etc. Sircam is the virus that won't spread through NT or 2000. It's sent through all the contacts in your contact-list. It does seem to have a random payload that will eventually start destroying files on your system. Download the removal tool from here to remove it from your system and clean the registry http://www.sarc.com/avcenter/FixSirc.com
Code red only attacks servers so far as i know so it's not as worrying for the end user. Thats most of you BTW
If u have NT or W2K and IIS on your system then you should download the patch from microsoft as Teknoh@ed said
