do not be offended by creative label, this is as good as it can be for 150 euros.
you can also get emu0404 (100 usd, a bargain), m-audio audiophile (about 90 euros), esi waveterminal, etc.

192 k is just one of the features. emu 0404 costs 100 usd, which is almost hilarious. emu1212m has, apart from 192 k which is not that important, the advantage of dsp effects, is not locked to 48 k like audigy is, and hi-quality audio converters used in protools (the most important part here), and all for 150 usd. you can even later buy a separate dock of your choice and add a powerful sampler with those famous emu z-plane filters which will not use your cpu at all.
