2 questions again:

2) I´ve found this at chemical records:

Is this the piece of white paper it holds the vinyl in the paper/pvc sleeve? I want to buy these papers because some vinyls come without this paper. I am afraid it can scratch my records without this paper.

1) it is the inner sleeve. look here and if you look closely it says on the packet they come in. you won't need new outer sleeves with these.
2) put "sicmats" into google and you will find a shop that sells them. they fucking rock just have a look to see which shop sells them the cheapest..

Can I put these sleeves into outer sleeve? I mean put my vinyl without inner sleeve into this sleeve and then put it into original outer sleeve.

you swap the standard paper inner sleeve with this posh expensive anti-static sleeve and put it in the outer sleeve that it came with
