I'm wondering do you guys make first the lead and then the building-up arp or do you make first the arp to build-up?

Both ways are good. It really depends if you have the general idea of how the melody is gonna be, or if you're gonna make the arpeggio - and THEN try to create the melody.
Do whatever that suits you best. You're probably gonna use both ways sooner or later.
