Or you could do like many remixers do when they first start out... Use a wave editor, break the song down into some (read: a lot) of sampels and then use some type of sequencer and a sampler. Its not impossible if you know what you are doing. If you want to try this, I'd recomend Adobe Audition and some tpye of program where you can sequence sounds and such. FLStudio is my preferred choice but many other programs coudl work as well like Sonar or even better (if you can stand the shitty layout) Reason 2.5 with its awesome sampler or I'm sure you can do it in the other 2 big name programs, Cubase and Logic, but I've used neither to remix. Then add in your extra synths and new bassline/melody whatever. Good luck and have fun.

P.S. One last note, dont do your first remix expecting it to be amazing or be a big hit. Do several expecting them to be nothing more than shit and work at it. Also, don't expect to make any money liek this either. As was previously said, generally you need to be asked by a label or an artist to remix a song but you have to start somewhere.
