Track with Voice-Sample "...he's a drug overlord"

Hi,
I'm looking for a trance-track. It's about 8 or 9 years old (1996, 1997...). It contains the following voice-sample:

"This man is not an ordinary drug dealer. He's a drugoverlord"

or

"This man is no ordniary drug dealer. This man is a drugoverlord"

or something like this.
Can anybody help me?
