As far as I know, no-one's figured out how to extract files from a refill. The only way to get sounds out of it is to load them into reason and then export them as sound files again...assuming you do have reason.

Rewire would be the best solution..
Then you won't have to extract the samples to wav etc.
And it's simpler to edit the sounds ++
Reason + Nuendo or FL roxx..

I found information that the mysterious Rebirth Mod UNpacker could also be used for refills.
I never found a Reason or Rebirth unpacker, but I heard there is a trojan virus called Reason Refill extracter or somehting like this, but every new virus scanner can detect it.
Method 1: Use a NN19 sampler and draw the notes into the sequencer.
Then export to wave (you can also use Rewire for a better quality)
Method 2: Record the mixer output of your soundcard while browsing through the samples of a refill (requires good soundcard without background noise and good chipset)
Method 3: Search the samples on the internet you would like to extract. Some refills are available in wav format (--> Doru Malaia for example).
Others refills are extracted AKAI sampling CDs (like the nordlead refill)...
