Scratch Live Music In Time?

How is it possible to scratch a part of the song then keep it in beat, in perfect sync? Anybody know how to do this?

That sounds like the Avalanches. Or maybe Coldcut.

Well, the second one is easier to explain. There's a couple of guitar stabs, the last one lasting a long time, so they scratch over those two (or three) notes, and then on the long tone, they cut in-and-out.

You have two of those "arp-stabs", and you have yourself a chord progression.
