Audacity should be able to do that. It has seperate tempo and pitch changers, IIRC.

Sony Acid Pro does a good job. I think they allow trial runs. I took a track from a set rip so the sound is not so good to begin with. Here's what it sounds like:
pitch
You'll notice the tempo is fixed and the pitch is the only element affected.
