Its longer now...And I think the drums are punchier...I ran the all through a compressor, and was wasy on threashold so the kick wouldnt get smooshed to much. I changed the snare sound...I made the first melodic part shorter, cause it was getting old after awhile...I added a sample quote part. And as with most of my tracks, my drum and bass tracks are slitghy hotter then they probably should be...But i'm addicted to drums.

Overall I thought it was great, but it still needs work.
Generally, I think your bassline could do with a bit more ooomph/depth in the mid-range. The kick drum is nice though.
At the 25 second mark, you have a small white noise build up before the kick drum comes in. I think this could be drawn out a little bit, it doesn't last long (Maybe make it 2-4 seconds instead of 1?). Also, it's a bit too subtle for my liking, I think that when it reaches it's peak, it needs to be a bit louder, though not much.
The breakdown at the 2:50 mark is great, good melody.
Like the vocal sample at the 5:00 mark.
Agree with Xeno, that female pad is great at the 6:00 mark, and the accompanying melody is good.
So, overall, great track, the production values are quite high.
However, the thing I think you're lacking is coherency, but this is probably more down to personal taste than anything. To me, the track seemed overly drawn out, could easily be cut back to 7-8 minutes instead of 9, and I think you should use more of the melody at the 6:00 mark, because that was great.
When I say that the track doesn't seem too coherent, it's because you've got two fantastic melody/breakdown sections, both completely different from one another, using different sounds, which I think is great, but in my opinion they could be linked better, perhaps even having some melody during the 5:00 vocal breakdown to keep the two sections bridged a bit better.
What program(s) did you use to create this?

^Same, although another idea would be to liberate the two into separate pieces. As it is the composition behaves almost like two tracks mixed one after another. Purely academic though, I really like the stuff. How did you get that broken stuttering effect at the beginning, is that an effects sequencer of some kind or did you arrange that bit by bit?
