i cant draw you a vector based on in MS word sometime so you can resize it to whatever size you want without losing quality...

try converting the picture to gray scale remove all the color. then use the wire frame of the picture resize fill back in the color and that should work ok.

this doesnt work always

but if u convert it to a tiff file, resize then convert it back to a jpeg, that seems to work without too much loss of quality

yeh but if he wants it for a T shirt its probably better as a vertex based image rather than a raster

just rescan it, at more dpi, and it will be bigger
