No, actually, you're not, because he only calls it "sampling" in order to make it sound legitimate. It's actually nothing of the sort, it's more like a really bad mash-up, ripping large sections from 3 or 4 different songs and chucking them into eJay or something, adding no original material whatsoever, and then calling it his own track.
It's also wholly irrelevant how house music was shaped by sampling. That was decades ago, when the copyright laws hadn't caught up. Simply because such things were acceptable back then does not mean that they are still acceptable today. Today, you ask for permission before ripping anything longer than about half a second (i.e. anything recognizable) and co-opting it for your own track.
Now can we stop with this? It's getting annoying with all of these people who don't know the back-story offering up theories and insights. It's not that hard to search.
