Spec's downtown is your best bet if you want to go out and buy the Belgian goodness. Spec's (5A stores only) usually carry the high end belgian ales. Central Market on Westlayan and Westheimer also sells ales. As a matter of fact I was there today and picked up a bottle of Kwak. Galo is the beer manager there and he can help you out.
As far as places that "serve" the beer, Han's Beir Haus on Kirby and Sunset, Gingerman's in Rice Village (the owner's name is Vicky, she's pretty cool), there's Flying Saucer in downtown (Main and Texas), Kelvin Arms on Kelvin near Kirby, and Cafe Montrose on Montrose near Westheimer. I was told Cafe Montrose closed though, not sure about that. Cafe Agora on Westheimer near Dunlavy serves my fav beer, Tripel Karmeliet. They also have Urthel Quad, Delerium Tremens and most of the Unibroue brews. Cafe Agora is just overpriced though.
If you ever want to go out and grab some brews, let me know man. Flying Saucer has 250 different beers on tap and over 100 different bottled beers.
