What a ridiculous waste of time and money.
Firstly, unless you're outside, you can't see that the house is 'floating'. Standing in the main room would feel exactly the same as standing on the second story of any house with panoramic windows.
Apart from that, the design itself is crap. After digging out a huge amount of earth and inserting concrete support for the cantilevered section, they filled it back in and then purposely built an angled section over the top. As a result, that section of the house is now filled with pointless stairs. The bedrooms are shit, too. Who wants nothing but frosted glass seperating them from other guests? It's supposed to be a house, not an office.

If the home that you want to build for yourself is exactly how you want it, it's not a waste of time or money. Oh, and perhaps they purposely built an angled section over the top of the cantilevered section to hide what's actually keeping the house "floating."

It's a cool looking house for people to look at. Yes, standing in that room would look the same as standing in the 2nd floor of a normal house with panoramic windows, if you never go outside! This isn't fucking architecturecritics.com, it's just an interesting house to look at.

I'm quite sure my understanding of construction techniques involved is greater than your own. Unless you too have a university education and four years of industry experience, that is.
The non-floating section didn't have to be angled in that ridiculous way; it could have been recessed into the hillside or placed abreast, on a flat plane.
The stairs aren't only pointless; they'll become inconvenient pretty quickly considering the occupants are in their sixties, and seem to think this is their final home.
Yes, it's interesting to look at, if you go outside to have a good old roll down the hill, as sixty year olds do. It's also impractical, which is what counts when you spend 75% of your life in a place. Don't get all bitchy just because I disagree that this is a cool project.
