it is almost certainly catalogue music. You have the generic 909 setup , and a jp 8000 arp and a lack of form or progression. The synth which is outlining a chord which would not violate a copyright as opposed to a clear melody. So it could be very close to something you know but there is no way they are going to license a track for that long when you can't hear it and kids don't care about it. THey would also list a music supervisor which I doubt they have. It just wasn't something people did back then especially for a kids show.
