My first guess would be the quarter inch wire maybe?

high pitch whine. it is probably just resonance. rf interferance? are you using shielded cable?
are you using a filter for your power supply, such as a clean source such as a power bar with a filter in it?
is it hooked up to a computer or mixing board?
are they grounded?
to me this says that there is a current going to your speakers and the signal is AC.. meaning you have power going to your speakers.. and it is a signal that is being interpreted by your speakers. either it is leaching into your cable, your speakers through the speaker power supply/circuitry.. one or the other. if you have a separate power supply try just turning the power on and don't connect them.. if it is still there it is your power supply line either your power source, or your power supply or some type of circuit problem. If its the computers it is either your sound card, or your os.
