Um, what? (I assume "o" is "0".) Either there is no latency because latency simply doesn't apply to whatever you do (i.e. you don't do anything that would generate latency on any card), or they scammed you.
My card (Nuendo Audiolink 96 -- clone of the RME Hammerfall) has some of the lowest latency around. And it goes down to 1.5 ms.
Latency also depends on processor speed.
To the original poster: The Nuendo I have has 8 1/4" ins and outs, and assorted others (Multiset interface). You might check that out, too, though it will run you up near $1000. I got it simply because it has a PCMCIA version, so I can hook it up to my laptop. It also has a PCI version.
Even if you get a card with only 2 inputs, though, you can always get a mixer and use that. Oh, and I believe you might be able to chain hardsynths through each other, assumuing they have audio ins (well, all but one does), and then run the combined audio out into the card. Don't quote me on that, though. I've never tried it.
Unless you have some specific reason you have to have more inputs on the card itself...
