- I know that is widely practices by .. well, I dont know everyone but I know that its done. Thing is, in a situation like this, it actually makes it hard for the undecided countries, and been spied gives pressure to them. And imagine, if the US finds something like lets say Chile wont vote on the US, the US could use that information against Chile and probably have the senate ratificate the Free Commerce pact that Chile just signed with the United States, or maybe it would be hurtful to Chile on the long term. I dont know, Im sure that there's a significance of why US is spying, and I doubt that its against of not been prepared or not, Im sure is far more then that.

Well think about it, any country with an intelligence service is going to try to use its assets to investigate a high interest subject. As for whether it makes things difficult for undecided countries ... I think it's a mute point since the US would find out what their decision is eventually.
